Why won't my laptop Hard Drive fit inside my Hard Disk Caddy?
If you've removed your Hard Disk Drive (HDD) from you laptop to recover some data or to reuse the Hard Disk Drive to create your own portable storage solution then beware if you have a HDD that is 12mm thick. The thickness of the HDD is important when chosing any external HDD case or HDD enclosure because the HDD cases are designed to provide a "snug fit" around the HDD to stop them rattling around inside the HDD Case.
The vast majority of laptop Hard Drives are 9.5mm thick. As a consequence most Laptop HDD cases are designed to accomodate 9.5mm Hard Disk Drives. If you have a HDD that is 12mm thick then please ensure you double check the specification of the HDD caddy before you buy because if you do buy a HDD case designed for a 9.5mm HDD then you simply won;t be able to slide the HDD inside the Caddy. The connections will fit on the HDD but the HDD itself will not slide into the body of the caddy.
Conversley if you have a 9.5mm Hard Disk Drive be careful to select a HDD enclosure that is designed (as most of them are) for a standard 9.5mm HDD. if you do buy a 12mm HDD caddy then whilst your 9.5mm HDD will fit inside the case it will not be held in place tightly and over time this will create pressure on the IDE connectors and could ultimately damage the HDD interface leading to the failure of the HDD.
If you're not sure which Laptop Hard Disk Drive you have but need a solution to recover the data then you could consider a cable solution. The benefit of these is that they fit any HDD irrespective of whether they are laptop 2.5" or destop 3.5" and irrespective of whether they are IDE or SATA and it make no difference how thick the HDD is.

I need a new pc. Can I transfer the files/programs I need from the old hard drive via a usb hard drive caddy?
My pc is on its last legs so I want to get a new one, however I havee loads of files and programs and downloads on the hard drive I want to put onto the new one. I have a USB hard drive caddy which I can put the drive from the old pc into. Will I be able to easily transfer from the old drive to the new pc? (I also have Steam which I need to transfer over)
Is there something wrong with the old HDD? You didn't say. If not, just install the old hard drive in the new computer. It'll be just like your old pc, but everything else will be new. Make sure you set the BIOS to boot from the correct hard drive.
If you're using Windows, you'll likely have to connect to MS over the internet or call them to verify you've made hardware changes. It shouldn't be a big deal though.
If the HDD is dying, you might want to just start fresh. In that case, are you building the new pc or buying a prebuilt? I highly recommend building your own. Then you'll be more familiar with how it works, and know what to replace when things break. Also, why pay certain companies $80 an hour to fix your pc (which is a ripoff) when you can fix it yourself? I prefer a certain New egg dot com place for buying my parts, although there are other stores like Tiger direct dot com that are also good.
If you do go with a prebuilt (I'm sorry), you'll want to install all of your old programs from the cd or whatever that they originally came on. Simply copying them from the old hard drive usually doesn't work. However, you can try using the Files and Settings Transfer wizard in Windows to get your favorites and other settings across to the new pc.
Whichever way you decide to go, you're in for a bit more research on how to proceed. This answer should at least give you an idea of what direction you want to go.
